Abstract
The study is about diffusion and implementation in organizations. The empirical object of the study was diffusion and implementation of four new evaluation tools in Oulu region public libraries. The evaluation tools in question were a portfolio, a form for evaluating information services, a questionnaire for evaluating the need for further education, and a so called cake of skills. With the portfolio the library activities can be evaluated as a whole, and the other three tools help to evaluate the skills of the staff.
Diffusion and implementation of the evaluation tools were studied using the diffusion of innovation theory, organizational innovativeness research and process theory research. They gave concepts and viewpoints to examine how the perceived attributes of evaluation tools, the attributes of organizations and the methods of implementing the innovations were related to the diffusion and the evaluation of evaluation tools.
In this case study the innovation processes of eight public libraries in the Oulu region were examined during nearly five years, from 2000 to 2005. The research material was collected in interviews and via questionnaires, and the results are based on experiences and views of the employees working in the studied libraries. Since the cases were examined from the viewpoints of different theories and research traditions, it was possible to illustrate the object from various aspects and to gain information that the developers of the evaluation tools and the staff of public libraries can make use of.
The study showed that interconnectedness of an innovation was the perceived attribute of an innovation that was most clearly related to diffusion and implementation of an innovation. Also relative advantage and compatibility had a positive connection with diffusion and implementation of an innovation. On the other hand, complexity had a negative connection with diffusion and implementation of an innovation. The new evaluation tools were not implemented broadly in the libraries, but some employees had begun to use them independently.
While studying attributes of the libraries as organizations it was found that centralization had a positive relationship with implementation of an innovation in the cases the innovation was simple. Whereas a complex innovation was concerned, the innovation had been implemented most efficiently in a more decentralized library. When examining formality of libraries it turned out that job descriptions were considered flexible, but the flexibility had not been taken advantage of to promote the innovation process. Views about personnel and time resources for evaluation work were contradictory. On the one hand it was claimed that there were not enough personnel and time resources, on the other hand it was said that if evaluation work was appreciated these kinds of resources could be arranged. The views about knowledge and skill resources were contradictory as well.
Concerning methods of implementing the innovations it proved out that participation had a positive relationship with diffusion and implementation of the new evaluation tools. Besides participation the libraries had not carried out any other implementing methods. Still the interviewees told that the evaluative attitude towards library work and library activities as a whole had increased.
Fur further research topics were suggested: 1. do the limitations of liability of employees have a relationship with diffusion and implementation of an innovation, 2. what are the relationships between the flexibility of job descriptions and diffusion and implementation of an innovation, 3. how have the started evaluation practices been diffused and implemented some years after this study, and 4. do the abilities of the public libraries to implement innovations have a relationship with the organization structures of the libraries.

Tutkimus käsittelee innovaatioiden diffuusiota ja implementointia organisaatioissa. Käytännön tutkimuskohteena oli kirjastotoiminnan uusien arviointivälineiden diffuusio ja implementointi eli leviäminen ja käyttöönotto Oulun seutukunnan yleisissä kirjastoissa. Tarkasteltavat arviointivälineet olivat Pohjoisten kirjastojen arviointiprojektissa kehitetyt portfolio, tietopalvelun arviointilomake, koulutustarvekysely ja osaamiskakku. Portfoliota käyttäen voidaan arvioida koko kirjastotoimintaa; tietopalvelun arviointilomakkeen, koulutustarvekyselyn ja osaamiskakun avulla arvioidaan henkilökunnan aikaansaannoskykyä ja osaamista.
Arviointivälineiden diffuusiota ja implementointia tutkittiin innovaatioiden diffuusioteorian, organisaatioiden innovatiivisuustutkimuksen ja innovaatioiden diffuusion prosessitutkimuksen käsitteistöillä. Niiden avulla tarkasteltiin arviointivälineiden havaittujen ominaisuuksien, organisaation ominaisuuksien ja arviointivälineiden käyttöönoton edistämistoimenpiteiden yhteyksiä arviointivälineiden diffuusioon ja implementointiin.
Tutkimus on laadullinen tapaustutkimus, jossa selvitettiin Oulun seutukunnan kahdeksassa yleisessä kirjastossa tapahtuneita innovaatioprosesseja vajaan viiden vuoden aikana vuosina 2000–2005. Tutkimusaineistot kerättiin haastatteluilla ja kyselyillä ja tulokset perustuvat työntekijöiden kokemuksiin ja näkemyksiin. Muutaman tapauksen monipuolisen, eri teoriaperinteitä hyödyntävän lähestymistavan avulla saatiin tietoa, jota arviointivälineiden kehittäjät ja yleisten kirjastojen henkilökunnat voivat hyödyntää käytännössä.
Havaituista ominaisuuksista yhdistävyys oli selvimmin yhteydessä innovaation diffuusioon ja implementointiin. Myös suhteellisella edulla ja yhteensopivuudella oli positiivinen yhteys innovaatioiden leviämiseen ja käyttöönottoon. Negatiivinen yhteys innovaation diffuusioon ja implementointiin oli innovaation monimutkaisuudella. Uudet arviointivälineet eivät olleet levinneet laajaan käyttöön kirjastoissa, mutta jotkut työntekijät olivat ottaneet niitä henkilökohtaiseen käyttöönsä.
Kirjastojen ominaisuuksista keskittyminen oli positiivisessa yhteydessä innovaation käyttöönottoon silloin, kun innovaatio oli yksinkertainen. Monimutkainen innovaatio otettiin käyttöön kirjastossa, jossa keskittyneisyyttä oli vähennetty. Kirjastojen formaalisuutta tutkittaessa kävi ilmi, että työntekijöiden toimenkuvia pidettiin joustavina, mutta joustavuutta ei ollut hyödynnetty innovaatioprosessin edistämiseksi. Käsitykset henkilö- ja aikaresurssien riittävyydestä arviointityöhön olivat ristiriitaiset. Yhtäällä todettiin, että henkilö- ja aikaresursseja ei ollut riittävästi; toisaalla resurssien sanottiin riittävän, jos arviointia pidetään tärkeänä. Myös näkemykset henkilökunnan tieto- ja taitoresurssien riittävyydestä olivat ristiriitaisia.
Käyttöönoton edistämistoimenpiteistä osallisuudella oli positiivinen yhteys uusien arviointivälineiden diffuusioon ja implementointiin. Muita edistämistoimenpiteitä kirjastoissa ei ollut tehty, mutta siitä huolimatta arvioivan suhtautumisen työhön ja kirjaston toimintaan todettiin lisääntyneen.
Jatkotutkimusaiheiksi esitettiin: 1. henkilökunnan vastuunjaon yhteydet innovaatioiden diffuusioon ja implementointiin, 2. toimenkuvien pysyvyyden/joustavuuden yhteydet innovaatioiden diffuusioon ja implementointiin, 3. aloitettujen arviointikäytäntöjen diffuusio ja implementointi jatkossa ja 4. yleisen kirjaston rakenteiden ja uudistumiskyvyn väliset yhteydet.
